Stephen Rosenthal, Chief Operating Officer

Stephen Rosenthal, President and Chief Operating Officer

Mr. Rosenthal has worked in the Montefiore system for over 25 years and was part of the strategic team that originated and organized Montefiore Care Management. He has served as its president and chief operating officer since its beginnings. He was also responsible for organizing Montefiore's 23 clinical academic departments into a successful facility practice plan and played an important role in the restructuring of the medical center into an integrated delivery system. Mr. Rosenthal has a Master in Business Administration from Pace University, as well as a Master of Science and Bachelor of Arts degree in speech from Brooklyn College.

Steve Meisinger, Chief Financial Officer

Mr. Meisinger is responsible for CMO, Montefiore Care Management's financial management, including financial reporting and analysis, budgeting, financial forecasting and planning, provider reimbursement and facilities management. Prior to joining CMO, he was Vice President of Strategic Initiatives at Aetna, and held several senior financial positions at Prudential. Mr. Meisinger is a Certified Public Accountant and has a Bachelor of Science degree in Accounting from Seton Hall University.


Michael G. Dowling, Chief Administrative Officer

Mr. Dowling is responsible for the Contact Center, Contracting and Corporate Affairs, Provider Relations and Network Development, Marketing and Communications, Credentialing and Provider Information, and Medical House Calls. In addition, Mr. Dowling has executive responsibility for Montefiore’s Managed Long Term Care Plan. Prior to Montefiore Care Management, he held senior management positions in several academic medical centers and managed care organizations and worked for the City of New York as a policy analyst in the Mayor’s Office and the Department of Health, where he was Assistant Commissioner, Policy, Planning and Quality Assurance. Mr. Dowling has a Master in Public Health from Columbia University and a bachelor degree from Denison University.

Anne Meara, RN, Associate Vice President, Network Management

Anne Meara, RN, Associate Vice President, Network Management

Ms. Meara designed, developed and manages Montefiore Care Management's comprehensive care coordination and disease management programs, overseeing a staff of more than 400 nurses, physicians and support personnel. Prior to joining Montefiore Care Management in 1996, Ms. Meara was Director of Quality and Utilization Management at Healthfirst and Manager of Hospital Utilization Review at Empire Blue Cross Blue Shield. She has a Bachelor of Science in Nursing from Columbia University and a Master of Business Administration degree from Adelphi University.


Henry Chung, MD, Vice President and Chief Medical Officer

Dr. Chung is Montefiore Care Management's principal medical liaison to Montefiore's inpatient, outpatient and Independent Practice Association (IPA) programs. In addition, he is an Associate Professor of Clinical Psychiatry at the Albert Einstein College of Medicine, and currently serves as project director of the Montefiore chronic medical illness and depression collaborative care project funded by the New York Community Trust and the United Hospital Fund. Dr. Chung is the founder and former National Project Director of the National College Depression Partnership and has been the Co-Principal Investigator of the National Depression Leadership Initiative since 2003. Dr. Chung completed medical school at SUNY Buffalo School of Medicine and psychiatry residency training at New York Presbyterian Hospital, Cornell Medical Center Westchester Division.


Pamela McMaster, RN, Director, Decision Support

Ms. McMaster leads Montefiore Care Management's data analysis and reporting department, providing Montefiore Care Management's claims processing, customer service, finance office and other departments with all reporting requirements. Additionally, Ms. McMaster supports Montefiore Medical Center’s planning and analysis capabilities. In this capacity, her team produces 60-80 ad-hoc analyses per month for every level and department in the medical center. After graduating from nursing school in Eugene, Oregon, she began her career as a registered nurse at several New York hospitals. She holds a Bachelor of Science degree in Computer Science from Pace University.
